- Define and implement the overall strategy for tollway development and engineering in support of the company's growth plans.
- Direct the master planning and prioritization of infrastructure initiatives, including expansions, new expressways, interchanges, and bridges.
- Ensure adherence to government policies, frameworks, and industry best practices.
- Manage the end-to-end process covering planning, design, permitting, procurement, construction, and commissioning.
- Align projects with feasibility studies, traffic projections, environmental assessments, and financial viability.
- Guarantee timely, cost-efficient, safe, and high-quality completion of capital projects.
- Establish and review engineering standards, specifications, and guidelines.
- Introduce innovative design and construction methods, as well as sustainable solutions.
- Advocate for digital tools such as BIM, GIS, and project management systems to optimize project delivery.
- Maintain strong relationships with government agencies (DPWH, DOTr, TRB), LGUs, consultants, and contractors.
- Oversee regulatory submissions, permit approvals, right-of-way acquisitions, and proposal endorsements.
- Work closely with legal, finance, operations, and corporate affairs teams to ensure smooth project execution.
- Licensed Civil Engineer (or equivalent); Masters in Engineering, Urban Planning, or Project Management preferred.
- Minimum 15 years in large-scale infrastructure, with at least 10 years in senior leadership.
- Proven expertise in tollway, expressway, or transport-related PPP projects.
- Strong knowledge of Philippine construction codes, environmental regulations, and tollway policies.
- Exceptional leadership, stakeholder management, and strategic project execution skills.
