This is an exciting opportunity to work on a high profile rail infrastructure project as part of a global team. With a presence in 38 countries across three continents and over 14,000 employees, our mission is to contribute to society through the continuous development of superior rail transport solutions.About the Position:The role will be responsible for providing HSE advisor and HSE analyst support for our NSCR CP04 Project. This is an exciting opportunity to work on a high profile rail infrastructure project as part of a global team.Lead continuous improvement in HSE performance reporting and implementation and effectiveness of IT tools on the project. Ensure that business and local processes are in place to ensure Hitachi Rail fulfils its reporting compliance obligations, produce data that influences business decision making and support global requirements. Act as HSE Advisor for office operations in Makati.Accountabilities:The main point of contact for HSE IT data and system administration for HSE reporting system. This includes maintaining permission groups, coordinating audit scheduling and HSE monitoring mechanisms.Ensure the integrity and timely data collection and statistical reporting of local HSE and Sustainability metrics.Undertake performance trend analysis, tracking and follow up against KPI's and systems.Supporting dashboard creation and management in the HSE reporting tool.Identify opportunities to improve efficiency and quality of existing processesTracking action and incident closure, assisting HSE teams with verification of evidence for closure.Providing data to both internal and external customers for leading and lagging indicators, consolidating from various sources.Compiling weekly, monthly and quarterly reports of various HSE performance data as required.Support for the regional HSE team and acting as the key regional point of contact for day-to-day queries, HSE performance statistics.Assist in the maintenance of HSE registers and site reporting for the teams.Advise, coach and train personnel on aspects of HSE reporting, including HSE tools.To be aware of and actively promote and implement Hitachi’s ethos, culture and values; and
  • Document monitoring & Conduct Conter Measure with Reviews (Workplace Inspections, Observations and Internal Audits Documents) and prepare reports outlining potential lacking documentation and areas of improvement.
  • Ensure all HSE Documents including Subcontractors working for /or on Hitachi sites have completed the necessary HSE Contractor Documentation Approval Documents before commencement of work.
  • Conduct and evaluate documentation audits for sub-contractors and its implementation for compliance and continuous improvement to ensure it documentation remain effective and current compliance to the project.
  • Advise, influence, and guide the HSE Team about Documentation Management responsibility to undertake their roles more effectively on site
  • Implement or assist HSE Team on the documentation implementation & control measures to address HSE monitoring are effectiveness is undertaken on site.
  • Facilitate the communication and consultation of necessary HSE documentation across all sites in the region.
  • Act as HSE Advior in main office
  • Assist in all team tasks and any other identified tasks assigned that may arise as required
Required Skills/ Knowledge:
  • A high degree of computer literacy, excellent attention to detail, have an enquiring mind and have a strong desire for continuous improvement
  • An solid understanding of health and safety management systems, basic HSE terminology, data and measurement indicators and regulatory requirements desirable
  • Ability to set up HSE documentation & capability to lead HSE leadership, employees, and contractors Documentation system.
  • Experience in data retrieval, collection, compilation and reporting using HSE management and reporting systems desirable
  • Ability to Influence and drive safe behaviours and performance through building effective relationships and engagement.
  • Good written and verbal communication skills.
  • Computer Literate.
Required Experience
  • 5+ years’ experience as a HSE Advisor/Analyst in a high-risk industry.
  • Experience in the rail industry is highly regarded
  • Experience in a client or corporate role highly regarded
  • A sound knowledge of the relevant legislation is essential particular on HSE or DOLE requirements.
  • Experience in reporting with good attention to detail.
Qualifications:
  • A diploma (or equivalent) in a relevant HSE discipline
  • Tertiary qualification in business management, IT or similar
  • Advanced Microsoft suite skills
  • Strong technical understanding of Power BI and other analytical programs
