FUNCTIONS AND RESPONSIBILITIES Monitor the existence, number and movement of cases of children eligible for adoption/foster care, prospective adopter/s and foster parent/s developed by the Field Offices Maintain profiling and database of available prospective adoptive/foster parents, children issued with CDCLAA, locally matched, adopted, placed under foster care and cleared for intercountry adoption and monitor the movement of cases Sustain a nationwide information and advocacy campaigns on domestic adoption and foster care, in coordination with partner agencies/offices Monitor the existence of children for alternative care under the care of NGO and DSWD managed residential care facilities using the case load inventory of children Conduct monitoring, as needed, to FOs counterpart to evaluate the status of implementation of adoption/foster care programs Monitor issuance of foster care licenses and/or foster placement authority by DSWD field offices, ensuring that the foster children are placed under proper family care and to qualified foster parents Provide assessment and technical assistance to FOs counterpart on the over-all implementation of the domestic adoption and foster care programs thru conduct of field visit and monitoring Coordinate with the Standards Bureau and Center Development Division of PMB to harmonize the schedule of providing technical assistance and conduct of field visit and monitoring to DSWD residential care facilities and NGO child-caring/placing agencies to ensure fast movement of cases of children for adoption and placement of eligible children to foster care Facilitate capability-building activities to enhance the social workers' knowledge, attitude and skills (KAS) on domestic adoption and foster care Lead in the program implementation review on domestic adoption and foster programs and Network with the Association of Child-Caring Agencies of the Philippines (ACCAP), Inter-Country Adoption Board (ICAB) and other concerned agencies, offices, groups or communities on matters related to CDCLAA, domestic adoption and foster care, particularly on advocacy, arising issues and program development. Renders technical assistance relative to program implementation, network management, innovates strategies to enhance technical assistance monitoring and advocacy efforts.
