Experience on handling social development and sectoral concerns (i.e. women, children, IPs, PWDs, elderly, etc.) an advantage JOB DESCRIPTION Provides technical assistance in the analysis of current social welfare and development (SWD) and social protection policies and plans as input to policy development and/or enhancement prepares/provides input to the Department's policy agenda based on mandate, vision, mission and goals prepares policy notes for certain issues to serve as useful inputs for decision making prepares position papers on Senate Bills, House Bills and other policy related documents prepares input, talking points on bilateral/multilateral agreements, commitments and cooperation relative to the engagement of the Department/country in Regional/International Bodies provides technical secretariat support to interoffice and interagency committees and meetings and, performs other related tasks assigned by supervisor from time to time. Functions and Responsibilities: 1.Provide technical support in the formulation and development of the Department's policies along social welfare and development (SWD) and social protection 2.Leads the crafting of the Department/ country position paper on emerging regional and international issues/concerns for bilateral/multilateral agreements and cooperation relevant to the social welfare and development sectors 3.Reviews and recommends substantial contents of Executive Orders, Legislative bills pertaining to SWD 4.Prepares policy analysis paper, policy notes, policy agenda as reference of management for decision and policy making 5.Draft comments, inputs, and talking points on possible areas of cooperation relevant to SWD and social protection programs, activities, and projects, including those that could be raised during State Visits and Regional / International bilateral/multilateral meetings 6.Monitors implementation compliance of relevant social welfare and development policies and laws at the national level, including declarations and commitments to the Region (ASEAN and APEC), UN conventions and other international instruments 7.Consolidates and prepares position papers on various proposed House Bills and similar policy recommendations and proposals on SWD and social protection 8.Performs technical assistance and secretariat support functions to inter-office and inter-agency committees 9.Preparation of Briefing Notes and compilation of reference documents on International / Regional Bodies as may be needed 10.Develops project proposal for ASEAN/ APEC funding and conduct liaison efforts on externally funded projects 11.Attend to internal and external meetings, trainings, and conferences, as assigned by the Bureau Director or Division Chief and 12.Performs other related tasks as required or assigned.
