The Center leverages RTI’s longstanding local partnerships to bring together governments, civil society, the private sector, and communities to define problems and jointly create sustainable solutions in countries around the world.Project DescriptionThe recently awarded United States Agency for International Development (USAID) Philippines’ U.S.-Philippines Partnership for Skills, Innovation, and Lifelong Learning (UPSKILL) Program will strengthen the Philippine higher education system to support broad-based and inclusive growth. It will do this by strengthening the innovation capacities and workforce development functions of Philippine higher education institutions (HEIs) through faculty development, curriculum improvements, and engagement with industry and international partners, as well as overall improvements in HEI management and administration. UPSKILL will also support an enabling regulatory and policy environment to improve governance in the sector; and provide convergence platforms for local stakeholders to work together in achieving shared development goals.The UPSKILL Program will provide support to the Department of Trade and Industry (DTI) in strengthening Philippine higher education in innovation and workforce development through the UPSKILL workstreams: (1) policy and governance; and (2) regional alliances. Support will also be provided to improve the Philippine innovation ecosystem, Philippine Skills Framework in priority sectors, and the implementation of the Philippine Startup Act.ResponsibilitiesRTI is seeking a Project Manager (Executive Assistant) for the recently awarded UPSKILL Program. The individual will perform executive assistant duties, including coordinating the Office of the Undersecretary for Competitiveness and Innovation Group’s activities on programs related to innovation, and support for commercialization of R&D.This position is based in the DTI Central Office in Makati City, Philippines, and reports to the DTI Undersecretary for Competitiveness and Innovation (OUCIG) and the UPSKILL Regional Alliances Director.Job Responsibilities:The responsibilities of this position include, but are not limited to, the following:Program Implementation and Oversight:
  • Collaborate with the UPSKILL Program team and relevant stakeholders to ensure smooth program implementation.
  • Provide technical expertise and guidance to support the effective execution of program activities in line with the objectives and goals set by the Office of the DTI Undersecretary for Competitiveness and Innovation.
Technical Assistance and Support:
  • Offer technical assistance and support in the development, implementation, and evaluation of innovation and workforce development initiatives under the UPSKILL Program.
  • Assess the needs of stakeholders and institutions, identify gaps, and propose appropriate technical solutions to enhance the quality of education and skills development programs.
Stakeholder Engagement and Relationship Building:
  • Foster and maintain strong relationships with various stakeholders, including educational institutions, government agencies, non-governmental organizations, and industry partners.
  • Facilitate collaboration and coordination between stakeholders to maximize program impact and achieve common goals related to education and skills development.
Policy and Strategy Development:
  • Contribute to the development and refinement of policies and strategies related to innovation, the startup ecosystem, and workforce development programs.
  • Provide recommendations and insights to inform policy decisions and program enhancements.
Monitoring and Evaluation:
  • Establish monitoring and evaluation mechanisms to assess the progress, impact, and effectiveness of the UPSKILL Program interventions.
  • Continuously monitor program activities, identify challenges, and propose solutions to enhance the efficiency and efficacy of the program.
Compliance and Regulations:
  • Ensure compliance with relevant regulations, policies, and guidelines set by the DTI and other governing bodies.
  • Provide guidance and support to ensure adherence to applicable laws and ethical standards in all program activities.
  • These roles and responsibilities aim to guide the embedded technical staff in fulfilling their duties effectively within the context of the UPSKILL Program under the Office of the DTI OUCIG.
  • Any other related duties as assigned.
Qualifications
  • At least a master's degree and 3 years of experience or bachelor's degree and 5 - 8 years of experience.
  • Advanced oral and written communication skills, including proficiency in technical writing and presentation skills.
  • Demonstrated experience in project management.
  • Proven ability to coordinate effectively among various government offices and other relevant stakeholders.
  • Capacity for senior-level and inter-agency/office coordination.
  • Basic data analytic skills.
  • Flexibility to work anywhere in the Philippines.
