Department: People & Culture Reports to: VP for People & Culture Location: Iloilo / Cebu, Philippines Employment Type: Full-Time, graveyard shift About XtendOps Senior Director, People & Culture The Senior People & Culture Director is a key strategic and operational leader, responsible for overseeing the full spectrum of HR and Talent Acquisition functions. This includes driving people and talent strategies, managing workforce planning and recruitment, leading employee engagement, and overseeing compliance and compensation. The role ensures that HR and TA functions align with XtendOps' growth goals, organizational culture, and values. The director will lead cross-functional teams and initiatives to deliver high-impact outcomes in hiring, retention, engagement, and people development. Key Duties Strategic People & Talent Leadership Develop and execute integrated HR and recruitment strategies aligned with XtendOps' mission, vision, and business goals. Serve as a key advisor to the executive team on all people and talent-related matters. Lead strategic workforce planning and organizational design, ensuring alignment with business growth and market conditions. HR Operations & Compliance Oversee end-to-end HR operations including onboarding, offboarding, records management, and HR systems. Ensure compliance with Philippine labor laws and regulations (DOLE, SSS, Pag-IBIG, etc.). Handle employee relations, grievances, and disciplinary actions with fairness and consistency. Talent Acquisition Strategy Own and drive the full-cycle recruitment process for all levels, including high-volume and executive hiring. Build and maintain talent pipelines for critical and leadership roles. Collaborate with stakeholders to forecast hiring needs and deliver scalable, timely hiring solutions. Market Intelligence & Talent Insights Maintain a competitive intelligence database of BPO talent, including compensation benchmarks, competitor talent movements, emerging talent pools, and location trends. Provide regular reports and data-driven insights to business leaders to support strategic workforce planning. Culture, Engagement, & Change Management Design and lead employee engagement programs that foster a high-performance, inclusive culture. Support organizational change initiatives with strong HR and recruitment frameworks. Drive DEI, wellness, and belonging programs across the organization. Total Rewards & Compensation Design competitive compensation and incentive plans based on industry benchmarks. Oversee benefits management, salary reviews, and annual bonus cycles in coordination with Finance Employer Branding & Social Engagement Develop and execute strategies to strengthen XtendOps' employer brand across platforms Partner with Marketing, affiliates, and sourcing vendors to enhance candidate attraction Data, Insights & Process Improvement Analyze and report on HR and TA metrics (turnover, time-to-fill, engagement, etc.) to inform decisions. Lead continuous improvement efforts in recruitment, onboarding, and HR practices. Maintain competitive talent intelligence, including market benchmarks and location trends. Team Leadership Manage and develop high-performing Human Resources and Taleny Acquisition teams. Promote accountability, innovation, and professional growth across both functions. Key Competencies Proven strategic leadership in both Human Resources and Talent Acquisition Strong stakeholder management and executive communication Deep knowledge of Philippine labor law, HR best practices, and BPO talent trends Expertise in employee engagement, culture-building, and change management Strong analytical and data-driven decision-making skills Proficiency in employer branding, ATS/HRIS systems, and recruitment marketing High level of professional integrity and discretion, with a strong commitment to confidentiality, ethical recruitment practices, and compliance with labor laws and company policies Minimum Hiring Requirements Education: Bachelor's degree in Human Resources, Psychology, Business Administration, or a related field (Master's degree or HR certification such as SHRM-SCP or PHR preferred) Experience: At least 8-10 years of progressive experience in Human Resources and Talent Acquisition, with 5 years in a senior leadership or director-level role. Proven success in designing and executing corporate strategies, employer branding, workforce planning, and talent pipeline development. Preferred Qualifications: Extensive experience with HRIS and Applicant Tracking Systems (ATS) such as BambooHR, Workday, and similar platforms, enabling efficient management of the employee lifecycle and recruitment processes. Strong track record in both high-volume and specialized recruitment, backed by proficiency in recruitment metrics, HR analytics, and data-driven decision-making. Background in designing and executing DEI hiring strategies and building scalable, sustainable talent acquisition frameworks that support business growth. Executed on leadership development and succession planning to strengthen internal capabilities Solid experience in employer branding and recruitment marketing leveraging social media hiring campaigns and strategic partnerships. Demonstrated success in fast-paced, high-growth environments such as BPOs, tech companies, and start-ups, with the agility to align recruitment and people strategies with evolving organizational needs.
