Job Summary Establishes and implements corporate OSH policies, systems, plans for corporate and vendors to improve HSE culture and prevent accidents in the workplace. Monitors the company compliance and performance based on OSH Standards and regulatory and legal requirements. Develops, implements and reviews safety programs to help protect employees from hazards that may lead to accidents to ensure that corporate safety targets and needs are met, and safety risks are controlled. Provides technical consultancy services on matters related to implementation of OSH Standards Job Description Reports directly to the Head, Occupational Safety, Environment and Health regarding all matters pertaining to corporate and project HSE. Leads the development HSE Plans and programs for the company, including its vendor pool. Leads team of vendor Safety Officers and Company's Safety Officer to ensure alignment with corporate direction and program on matters related to HSE Acts as the technical consultant on matters related to OSH implementation. Provides advice, guidance and support to management, employees and contractors on OSH implementation. Prepares HSE Performance Reports to internal stakeholders (i.e., Employees, TSG Committee, Mancom, H&S Committee) and external stakeholders (i.e., DOLE, Vendors) Develop HSE KPIs and measure compliance and performance of employees and vendors. Ensures effectiveness of corporate safety Support the management of HSE risk to ensure protection of company resources and compliance with applicable OSH standard and legal requirement. Develops compliance management plans to applicable OSH legal requirement for the organization (including office and projects). Leads the development and implementation of systems, policies, procedures and processes to attain the highest level of performance on HSE Management system and prevent accidents across the organization, projects, and vendors. Leads rollout of HSE policies, procedures, system, plans and programs to employees and vendors. Leads the design and development of competency, awareness and training programs for enhancing safety consciousness of both employees and vendors (contractors and service providers). Liaises with government regulators and professional organizations including DENR, LLDA, NWRB, DOH, DOLE, DOLE-BWC, DOLE-OSHC, BFP, ASPPI and SOPI on matters related to compliance with HSE legal requirement and industry best practices. Leads issues or disputes resolution with OSH regulators as well as relevant stakeholders Leads investigation and issue resolution on matters involving causes of accident and non-compliance with safety standards involving employees and vendors. Performs audit on OSH Management System and compliance to OSH Law (RA 11058) Predicts potential non-compliance issues based on audits/assessments and employs mitigating measures to ensure full compliance As a risk manager, identifies potential risks, recommends solutions, implements approved programs, and monitors compliance. Performs other related functions inherent in team operation, acts as corporate resource and performs other tasks assigned by higher management. Job Qualifications and Skills Required Must be a Bachelor&aposs Degree in Engineering or relevant discipline. Advanced graduate or professional degree is an advantage. Subject Matter Expert on RA 11058: OSH Law and its IRR 8-10 years' experience in implementing OSH management system and OSH Standards DOLE accredited Safety Practitioner or Consultant With strong leadership, diplomatic and motivational skills including the ability to lead up, across and down multiple business and technology organizations. With proven ability to work creatively and analytically in a problem-solving environment demonstrating teamwork, innovation and excellence, preferably as former team leader, or under a managerial capacity. With excellent leadership, communication (written, oral and presentation/facilitation) and interpersonal skills. Self-motivated, decisive, and with the ability to adapt to change and competing demands. Must be able to support diverse and inclusive work environment. Must be focused, driven and can work under pressure. Must possess strong planning, organizing, and controlling skills, and with effective project management and systems development knowhow and skills. Show more Show less
