- The Senior Construction Management Officer I serves as Project Manager for assigned construction and renovation projects, overseeing the full project cycle from design development review to post-construction turnover.
- Reviews plans, details, and specifications with the Planning and Design Section, Project Proponent, and Facilities and Utilities Group during technical workshops and design plan layering to confirm feasibility and identify value engineering and architecture/engineering optimization opportunities. Develops project roadmaps, timelines. Reports peer review and evaluation results to the supervisor.
- Advises the Central Purchasing Office on contractor eligibility, pre-qualification, and shortlisting. Prepares and consolidates bidding requirements, including bid documents, plans, specifications, terms of reference, instructions to bidders, and project timelines. Coordinates bidding activities and schedules, assists in pre-bid conferences, issues bid bulletins and plan revisions, supports technical evaluation and recommendation of bids, advises on cost matters for negotiation or awarding, and reviews construction contracts prior to Section Head approval.
- Leads pre-construction meetings with the project owner and stakeholders, establishes project protocols, control parameters, reporting systems, and meeting schedules, and briefs winning contractors and suppliers. Arranges contractor down-payment processing, including evaluation of required bonds and insurances, and manages procurement, delivery, storage, handling, and release of owner-supplied materials and ODWs for contractor use.
- Implements project monitoring and control to ensure contractors and suppliers meet work, manpower, equipment, fabrication, and delivery schedules. Oversees quality of methods, procedures, and workmanship, and coordinates with relevant groups on interpretation of drawings, specifications, and other construction documents. Enforces contract terms, University guidelines, campus traffic, safety, and environmental rules, and other applicable policies to maintain orderly project operations. Establishes project security arrangements, manages project costs, evaluates accomplishments and progress billings, reviews variation orders and time extensions, updates cash flow projections, arranges testing, commissioning, trial runs, and performance tests, oversees project records, coordinates permits and statutory requirements, and provides timeline updates to stakeholders.
- Monitors punch list completion, reports post-construction cost summaries and follow-up items, evaluates technical documents of completed works, reviews final billings and financial closeout matters with contractors and suppliers, checks validity of bonds and insurances, submits contractor and supplier performance evaluations to the Section Head, and transfers project documentation, warranties, defect liability period records, and other project information to the Post Construction and Building Care Group and the project owner.
- Recommends improvements to campus construction policies and guidelines to ensure compliance with University policies and government regulations, including those related to the Masterplan, sustainability, building construction, health and safety, DOLE, and DPWH.
- Performs other work-related tasks as may be assigned by the immediate supervisor or authorized representative.
- Bachelor in Science in Engineering (Civil, Electrical, Mechanical).
- At least 5 years experience managing construction projects (e.g. project management, cost control, contract management, with at least one project completed from ground to finish)
