Job Description As a Quantity Surveyor (Design Engineer - MEPF), you will be responsible for the end-to-end technical design and cost estimation of mechanical, electrical, plumbing, and fire protection systems for bidding and ongoing construction projects. This role demands a blend of engineering expertise, cost control acumen, and cross-functional coordination across design, procurement, sales, and project management teams. You will ensure all MEPF designs are compliant with local and international standards, optimize project costs, and contribute to the successful awarding and execution of projects. The ideal candidate is detail-oriented, analytical, and thrives in a fast-paced, collaborative environment. Key Responsibilities Design and Drafting Develop comprehensive MEPF system designs and detailed drawings for tender and construction. Ensure designs are aligned with project specifications, codes, and regulations (e.g. ISO, ASME, NFPA, IPC, AGARAE, SMACNA). Collaborate with the design and engineering teams to ensure buildability and cost-efficiency. Technical Analysis Perform feasibility studies and technical assessments to optimize functionality and minimize cost. Evaluate engineering solutions to ensure compliance, innovation, and alignment with project goals. Cost Estimation & BOQ Preparation Prepare itemized and accurate cost estimates for materials, labor, and equipment. Create and validate Bills of Quantities (BOQ) and Bill of Materials (BOM) based on tender and IFC drawings. Provide cost breakdowns and alternative options for value engineering. Project Budget Monitoring Monitor and control budgets throughout project lifecycle. Coordinate with project managers to track variances, change orders, and update cost forecasts accordingly. Assist in cash flow forecasting and cost-to-complete analysis. Procurement & Subcontractor Coordination Support procurement by evaluating vendors and subcontractor quotations, negotiating terms, and recommending selections. Ensure material selections meet quality standards and project budgets. Contract Management Review technical portions of contracts and evaluate commercial risks and obligations. Handle scope changes, variation orders, and dispute resolution in coordination with contracts and legal teams. Site Visits & Compliance Checks Conduct on-site inspections to validate installation compliance with drawings, codes, and safety protocols. Issue non-conformance reports (NCRs) and recommend corrective actions when required. Client & Stakeholder Communication Present technical designs, cost estimates, and project updates to clients, sales teams, and management. Maintain clear communication lines with stakeholders to ensure alignment and transparency. Risk Management Identify cost, technical, and delivery risks, and develop mitigation plans in advance. Report potential threats to timelines or budgets to project leadership proactively. Reporting & Documentation Prepare regular cost reports, bid comparisons, and project updates. Maintain organized documentation including calculations, drawings, change logs, and vendor evaluations. Team Collaboration Coordinate closely with sales, procurement, design, and project teams to meet project targets. Contribute to internal reviews and post-project evaluations for continuous improvement. Continuous Learning & Process Improvement Stay updated on industry trends, tools, and technologies. Propose and implement process enhancements to improve design and cost efficiency. Qualifications Bachelor's degree in Electrical/ Mechanical Engineering or equivalent. (PRC license preferred.) At least 3-5 years of relevant experience in MEPF design, quantity surveying, and cost estimation for construction projects. Strong knowledge of local and international codes and standards (e.g., ISO, ASME, NFPA, IPC). Proficient in using AutoCAD, Revit, MS Excel, and cost estimation software Excellent analytical and problem-solving skills with keen attention to detail. Effective communication and coordination skills for working with cross-functional teams. Experience in value engineering and tender participation is a plus. Ability to manage multiple projects and work under pressure with minimal supervision. Experience with design & build or EPC contracts is an advantage.
