Serve as the primary provincial focal point in assigned provinces/cities, ensuring end-to-end implementation of project activities. This includes coordinating and overseeing all local-level operations, such as managing implementation issues, monitoring progress and documenting findings, identifying capacity-building needs, and ensuring timely, accurate reporting.Coordination and Stakeholder EngagementLead collaboration with regional field offices of the Department of Health and Department of Agriculture for all planned and approved activities. Maintain strong relationships with implementing partners, academic institutions, local stakeholders, development partners, government line agencies, and donor organizations. Establish linkages and participate in local networking activities. Work closely with the Field Implementation Manager, Operations Manager, and partner agencies to develop detailed annual work plans and budgets for the area of assignment. Support cross-cutting activities, including digital health and community engagement.Event and Activity ManagementLead planning and facilitation of events, trainings, workshops, monitoring activities, and meetings, including all logistical and administrative requirements, based on approved work plans. Coordinate with technical leads and local stakeholders to ensure alignment with project objectives and smooth execution. Coordinate field visits, assessments, and outbreak deployments, including timely deployment of needed supplies and commodities.Monitoring, Reporting, and Risk ManagementMonitor utilization of project-provided supplies and equipment. Monitor timeliness and completeness of surveillance reporting; support performance improvement, timely detection, verification, and reporting of priority diseases; and assist with outbreak investigations, specimen coordination, and field logistics. Identify risks to project implementation and develop mitigating measures in coordination with the Field Implementation Manager; resolve implementation problems for maximum effectiveness and efficiency. Prepare and submit accurate, verified monthly/quarterly reports on schedule, plus other required information/documents. Promote adherence to biosafety, biosecurity, and ethical standards.Other DutiesPerform other tasks as assigned by the supervisor or the Project Director.EDUCATION/REQUIRED JOB EXPERIENCE:Bachelor’s degree in Medical Technology, Public Health, Biology, Nursing, or related health sciences.Advanced training in laboratory systems, biosafety, surveillance, or AMR is an advantage.Minimum 1-3 years of experience in public health, laboratory systems, surveillance, or outbreak response.Experience working with DOH, CHDs, LGUs, or donor-funded projects preferred.Experience conducting field assessments, trainings, or technical assistance in health facilities.Familiarity with LQMS, biosafety, IPC, surveillance systems, and laboratory operations is preferred.Knowledge of laboratory quality management, biosafety, and diagnostic workflows.Understanding of surveillance systems (EBS, IBS, case-based surveillance).Strong data management, analysis, and reporting skills.Proficiency in MS Office, digital tools, and data visualization platforms.Strong coordination and stakeholder engagement skills.Ability to travel frequently and work independently in field settings.Excellent communication and technical writing skills.Problem-solving and adaptive management skills.High integrity, professionalism, and commitment to public health.The expected hiring salary range for this role is PHP 591,333 to 620,000 annually for basic salary.
