Job Category: Program ManagementDegree Level: Master's DegreeJob Description:The Department of Environment and Natural Resources - Biodiversity Management Bureau (DENR-BMB) is leading the implementation of the Restoration through Science-based Execution and Established Biodiverse Registry for Degraded Ecosystems in Protected Areas and Broader Landscapes in the Philippines (RESEEDPh) Project with Catholic Relief Services (CRS) as the Executing Agency Support Partner (EASP) and Conservation International as the Global Environment Facility Implementing Agency (CI-GEF). RESEEDPh is a 60-month GEF-8 initiative designed to reverse land degradation, strengthen ecosystem resilience, and improve sustainable land management in Catanduanes, Bohol and North Cotabato. The project integrates scientific innovation, community-based restoration, and policy alignment to address biodiversity loss, soil degradation, climate risks and unstable land use.Scope of Work / Job SummaryThe Monitoring, Evaluation, Accountability, and Learning (MEAL) Lead or M&E Lead will support the RESEEDPh project, which focuses on the restoration of degraded ecosystems in protected areas and broader landscapes in the Philippines through science-based execution and the establishment of a biodiverse registry. The M&E Lead's management skills and knowledge will ensure high-quality programming and continuous improvement of the project's impact, supporting the RESEEDPh Project Implementing Agency (IA) - Conservation International - Global Environment Facility (CI-GEF) and the Executing Agency (EA) - Department of Environment and Natural Resources- Biodiversity Management Bureau (DENR-BMB) through evidence-based reporting and learning. The M&E lead will ensure component 5 will be implemented in a timely manner.Responsibilities:Roles and Key Responsibilities:
  • Manage MEAL Activities: Oversee and implement all Component 5, MEAL activities throughout the project cycle, ensuring alignment with Catholic Relief Services (CRS) quality principles, DENR and Global Environment Facility (GEF) guidelines, and best practices. Ensure the use of appropriate systems and tools by the project team and partner staff.
  • Tool Development and Data Analysis: Develop quantitative and qualitative tools, conduct data collection, analyze data, and present final reports. Facilitate reflections on key learnings.
  • Champion Learning: Identify opportunities for learning, research, and publications in restoration and MEAL policy implementation. Disseminate promising practices and lessons learned. Promote learning among project staff and partners. Analyze and evaluate project performance data, addressing issues and concerns using participatory processes.
  • Capacity Building: Identify staff capacity and technical assistance needs of partner organizations. Support capacity strengthening interventions to ensure quality MEAL implementation.
  • Partnership Management: Identify, assess, and strengthen partnerships relevant to MEAL, applying appropriate partnership concepts, tools, and approaches.
  • Monitoring Systems: Collaborate with field teams and partners to build and use effective monitoring systems aligned with approved logic models and work plans in line with national systems and indicators such as but not limited to the Philippine Development Plan (PDP), Philippine Biodiversity Strategy and Action Plan (PBSAP), and other relevant DENR and Department of Agriculture (DA) systems; and integration of results-based monitoring and geo-referenced/field-level data systems, as applicable.
  • Database Management: Design and manage a database to maintain collected data, ensuring accuracy and consistency over time.
  • Reporting: Produce quarterly, semi-annual, and annual reports on project progress and impact. Assist in writing Project Progress Reports, including reflections and adaptive management.
  • Adaptive Management: Investigate emerging data for adaptive management proposals and contribute to annual reflection workshops and systematic integration of monitoring results into decision-making and work planning processes, in close coordination with the Project Lead, IA and EA.
  • Evaluation Support: Provide logistical and coordination support for project evaluations.

Component 1: Knowledge and decision support system
  • Engage ICRAF in developing a monitoring system to capture information related to the outcome and output level targets in the establishment of the What to Plant Where platform
Component 2: Ecological Restoration Site Development
  • Develop an evaluation scheme including peer reviews for the priority propagation protocols
  • Provide advice in the evaluation of the functional project supported seed sources and nurseries
Component 3: Adoption of restoration best practices
  • Facilitate consultation with various community in determining mechanisms for improved participation of local community, members including indigenous peoples, women, and youth, in restoration work.
  • Support partners/grantees by reviewing the criteria, selection process and learning needs assessment tools of viable Biodiversity Friendly Enterprises

  • Development and implement the M&E system integrating gender and social inclusion
  • Reporting to the Agency updated data for Tracking Tools
  • Lead the submission of required monitoring reports
  • Facilitate the installation of the grievance mechanisms with support from the ESS safeguards Specialist
  • Monitoring and reporting to Agency on identified risks and impact, and management
  • Monitoring of Core Indicators and reporting to Agency on progress, including for MTR and TE updates

Qualifications:Qualifications
  • Education: Master's degree in environmental science and management, or a relevant field.
  • Experience:
  • Minimum of 4 years of relevant field-based experience in coordinating or managing light to moderately complex projects, preferably with an international NGO
  • Experience engaging with partner organizations for knowledge transfer through training, mentoring and other methods.
  • Demonstrated MEAL field experience, including data collection, manipulation, synthesis and analysis. Proficiency with SPSS or similar data analysis software is highly preferred
  • Proficiency in MS Windows and MS Office packages (Excel, Word, PowerPoint), web conferencing applications, and information management systems, and knowledge-sharing networks.
  • Travel: Must be willing and able to travel up to 30%
  • Knowledge, Skills and Abilities:
  • Project Management: Proven ability to manage multiple projects and priorities

  • Writing Skills: Strong technical writing skills
  • Research Methods: Experience using statistical software such as R or Stata is desired
  • Database Software: Expertise in using database software such as Excel and Smartsheet preferred
  • Management Standards: Familiarity with Program and Project Management Standards (PPMS) and results-based management principles, tools, and techniques is preferred.
  • Language Proficiency: Fluency in written and spoken English is required
  • Field Experience: International, developing country field experience is preferred, especially in a monitoring and evaluation role in a development or conservation context
  • Relationship Management: Strong relationship management skills with the ability to influence and gain buy-in from individuals not under direct supervision
