The application deadline is on March 20, 2024.Project DescriptionThe United States Agency for International Development (USAID)’s U.S.-Philippine Partnership for Skills, Innovation, and Lifelong Learning (UPSKILL) Program aims to strengthen the Philippine higher education system to support broad-based and inclusive growth. It will do this by strengthening the innovation capacities and workforce development functions of Philippine higher education institutions (HEIs) through faculty development, curriculum improvements, and engagement with industry and international partners, as well as overall improvements in HEI management and administration. UPSKILL will also support an enabling regulatory and policy environment to improve governance in the sector, and provide convergence platforms for local stakeholders to work together in achieving shared development goals.One of these goals is to achieve the research and development target as detailed in the National Innovation Agenda and Strategy Document (NIASD) of having 1,000 full-time researchers per million population by 2032. As the policymaking body overseeing the implementation of the NIASD, the National Innovation Council is envisioning a scholarship program that shall build an industry-focused innovation workforce anchored on deep science as the basis for advanced engineering and innovation of products, processes, and systems for commercialization by industries. This Philippine Advanced Technology Innovation Workforce Project shall be a massive industry-oriented Master’s and PhD Foreign Studies Program that will significantly increase the innovation capacity of the country and accelerate its human capital development.ResponsibilitiesAssignment DescriptionRTI International (RTI) is hiring a short-term Consultant for UPSKILL. The Consultant will be responsible for conducting a feasibility study for the Philippine Advanced Technology Innovation Workforce project.Responsibilities:The Consultant is expected to perform the following tasks:
  • Conduct of feasibility study, including the formulation of the proposal’s social, institutional, technical, economic, and financial analysis;
  • Estimation of the project’s impact, including cost-benefit analysis, and assessment of its externalities;
  • Preparation of the general and detailed work plan for the feasibility study. The work plan shall include the methodology, timeline, deliverables, and cost for each of the activities;
  • Validate study results with key stakeholders;
  • Present results to decision makers; and
  • Attend project-related meetings.
Expected Deliverables:
  • Inception Report and presentation of workplan
  • Technical, Social, and Institutional Analysis
  • Financial and Economic Analysis
  • Draft Feasibility Study
  • Final Feasibility, including recommendations on the Terms of Scholarship
Qualifications
  • Master's degree in Economics, Business Administration, Development Economics, or related fields is required, or PhD is desirable;
  • A minimum of 8 years of relevant professional experience on conducting a feasibility study, including economic and financial research analysis, and project design and formulation;
  • Preferably with STEM industry knowledge;
  • Strong quantitative, analytical and conceptual skills in economics; and
  • High proficiency in English is required.
  • Ability to work throughout the Philippines.
