Initially commencing operations in the 1960s, WFP officially re-established its presence in 2006 to support the peace process in Mindanao, to provide life-saving food assistance in emergencies and to develop programmes to improve nutrition and the overall quality of life of people vulnerable to food insecurity. Since 1 March 2024, WFP has been implementing the 2024-2028 Country Strategic Plan (CSP) to support the Government of the Philippines in i) addressing food insecurity, ii) reducing malnutrition and iii) strengthening the resilience of vulnerable populations. In the CSP, WFP identified three outcomes and five main activities:
  • Strategic outcome 1: By 2028, communities exposed to shocks and stressors in the Philippines are better able to meet food, nutrition and other essential needs with inclusive and equitable emergency preparedness and response capacity at the national and local levels.
  • Strategic outcome 2: By 2028, communities vulnerable to food and nutrition insecurity in the Philippines are more resilient and can better manage risks affecting human capital gains and food systems, inclusively and equitably.
  • Strategic outcome 3: The Government and partners in the Philippines access WFP services that augment their interventions, upon request.

Php 66,000.00 per monthThis vacancy announcement is for Nationals from CO (Philippines).WFP offers a competitive salary package, pension benefits, and a comprehensive medical insurance which can be extended to eligible dependents.JOB PURPOSETo support effective delivery of finance services to facilitate transparent and efficient utilization of financial resources.ORGANIZATIONAL CONTEXTThe Finance Assistant will report to the Finance and Admin Officer with overall guidance from the Head of the Resource Management Unit.At this level, job holders are expected to take responsibility for the completion of a range of finance-related processes and activities requiring some interpretation of standard guidelines/practices. Job holders can recommend a course of action to staff at various levels and may allocate tasks to other support staff.KEY ACCOUNTABILITIES (not all-inclusive)
  • Assist in providing procedural and technical support to staff in finance and budget areas to ensure compliance with WFP financial policies, rules and regulations.
  • Monitor monthly expenditure forecasts and provide reports to facilitate informed decision-making.
  • Monitor the bank and petty cash accounts regularly to ensure adequate funds are available and appropriately disbursed.
  • Assist in cash-based transfer reconciliation and vendor management with finance service providers.
  • Assist in compiling information from various sources to prepare budgets, accounting, and finance reports.
  • Retrieve, format and validate information obtained from various financial information systems and bring any discrepancy or inaccuracy to the supervisor's attention and follow up corrective actions.
  • Perform the monitoring and recording of fixed assets and spend on fuel and spare parts for vehicles and generators, to ensure that the databases are accurately updated.
  • Monitor and record all expenses per the approved budget to ensure that correct expenditure costs are charged and payments to external suppliers, cash grants and other supplier invoices are processed on time.
  • Provide guidance and on-the-job training to other support staff to ensure services are delivered consistently and to the required standards.
  • Perform other related duties as required.
STANDARD MINIMUM QUALIFICATIONSEducation:
  • Secondary education with specialized certification in Accounting or Financial Management or supplemented by training in personnel or general administration work.
  • Bachelor's degree in Accountancy or supplemented by courses relate to the area of work is desirable but not required.
Experience:
  • At least five years of progressively responsible work experience in the relative business stream.
  • Desired Experiences for entry into the role: Has experience collecting and monitoring financial data on projects and programmes, assessing financial health and status, and reporting findings to senior leaders.
Knowledge & Skills:
  • Experienced in utilizing computers, including word processing, spreadsheet, databases and any financial system (SAP preferable).
  • General knowledge of accountant/financial procedures and guidelines as well as moderate knowledge on Internal Control mechanisms in an organization.
