Work Arrangement/Location: On-site, FELCO Office, Ermita, Manila The HR Specialist (Talent Acquisition) is responsible for ensuring timely and quality hiring outcomes by managing the end-to-end recruitment process for entry to mid-level positions. The role identifies, attracts, and recommends the best-fit candidates to meet workforce requirements, contributing directly to team productivity and organizational growth. Key Responsibilities: Deliver timely hires: Manages the full recruitment cycle-from sourcing to job offer endorsement-ensuring vacancies are filled within target turnaround times to minimize business disruptions. Build strategic talent pipelines: Conducts market research and proactive sourcing for niche or hard-to-fill roles, resulting in a robust, pre-qualified talent pool and reduced time-to-source for critical positions. Enable informed hiring decisions: Partners with hiring managers using a consultative approach to gather role requirements and provide market insights and talent trends, helping shape hiring strategies and improve candidate quality. Enhance recruitment capability: Serves as a credible advisor to HR-TA and hiring managers, offering technical recruitment expertise (e.g., identifying talent pools, sourcing strategies) and ensuring adherence to internal recruitment standards and policies. Drive data-informed improvements: Maintains accurate records of candidate interactions, sourcing performance, and recruitment metrics to generate actionable insights, optimize sourcing effectiveness, and track progress against hiring goals. Qualifications: Bachelor's Degree in Human Resources, Business Administration, Organizational Psychology, or a related field Minimum of three years of relevant experience in talent acquisition, managing end-to-end recruitment processes including sourcing, screening, interviewing, and onboarding for entry to mid-level roles. Background in any of the following: executing targeted sourcing strategies, supporting university relations, managing employee referral programs, or executing thematic recruitment campaigns Preferred: Familiarity with Applicant Tracking Systems (ATS), recruitment marketing platforms, and data analytics tools used for tracking, reporting, and improving recruitment performance.
