Job Summary The Finance and Accounting Manager will primarily focus on the financial planning aspect such as managing and overseeing the budget, warchest preparation, cash flow management, financial analysis on returns, preparing tariff model for rate rebasing submission, updating of business unit operating models, streamlining costs, providing financial analytics, and performance metrics. He/she will also oversee the day-to-day finance and accounting operations, including general accounting, payables, receivables, taxation, collections, and treasury, ensuring accurate and timely financial transactions. He/she ensures compliance with accounting standards, company policies, and loan covenants, while preparing the monthly and annual audited financial statements, tax returns and other financial reports. He/she will oversee all Estate Water projects such as, but not limited to Lima Water, MEZ2 Water, West Cebu Water, MEZ2 Desal and TARI Water. Key Responsibilities Financial Operations and Controls Review and approve payable in line with the Financial Level of Authority (FLOA), ensuring adherence to company policies, procedures, accounting standards and government regulations. Review and approve customer billings and monitor timely collection in compliance with contracts or agreements. Ensure accurate and timely recording of financial transactions in the ERP system, following business rules, accounting standards, company policies, and ensure correct assignment of financial transactions to appropriate accounts, cost centers and other account segments. Disseminate and enforce company policies and procedures on financial transactions and adopt improvements to enhance internal controls and compliance. Manage month-end and year-end accounting closing processes to ensure timely preparation and submission of financial reports. Oversee the reconciliation and analysis of balance sheet and profit and loss accounts ensuring the integrity of general ledger balances. Prepare the notes and disclosures for the audited financial statements to ensure compliance with financial reporting standards and Aboitiz group policies. Maintain data integrity within the ERP system and ensure completeness of financial information. Continuously evaluate financial processes and systems, recommending and implementing improvements to enhance efficiency and reduce errors. Provide financial updates and reports to management, and other key stakeholders to ensure transparency and alignment with business goals. Budgeting and Forecasting Oversee the budget, forecast and warchest preparation, ensuring alignment with Aboitiz guidelines, policies, and industry forecasts. Perform financial analysis and provide key insights, including monthly budget variance reports, to support decision-making and improve financial performance. Oversee the tracking and reporting of capital expenditures, ensuring projects are within approved budgets and aligned with the strategic goals of the company. Review weekly rolling cash forecasts to monitor the Company's cash position and ensure sufficient funds are available for disbursement on time. Assist in the development and monitoring of cost-saving initiatives across departments, ensuring alignment with budgetary constraints while maintaining operational efficiency. Prepare or update the business unit tariff model during rate rebasing period or submission. Update business unit operating models and provide key insights to support decision-making and enhance financial metrics. Statutory and Regulatory Compliance In coordination with AIC, develop and implement tax planning strategies to ensure compliance and optimize tax liabilities. Ensure compliance with government statutory and regulatory requirements to avoid fines and penalties. Monitor, model and evaluate impact of new legislations, resolutions, standards, and directives, and ensure the Company adjusts to changes appropriately. People Management Define clear responsibilities of team members, ensuring role clarity and alignment with the overall Finance and Accounting Team objectives. Hold regular meetings with team members to provide updates, offer strategic guidance, and foster development. Establish performance standards and provide constructive feedback based on evaluating employee performance. Set departmental and individual goals of the team members and provide direction to achieve them. Provide training and job exposure to enhance skills and competencies within the team. Administrative Plan and allocate workloads within the Finance team, ensuring proper work distribution to achieve deadlines and deliverables. Ensure the orderly filing of financial documents and records, ensuring easy retrieval and compliance with tax requirements. Coordination and Communication Ensure effective execution of internal and external audits, tax examination and regulatory inspections. Coordinate with Aboitiz InfraCapital, Inc. (AIC), Aboitiz Equity Ventures and affiliates on intercompany transactions and financial matters affecting the Business Unit Develop and maintain productive working relationships with key regulators, such as the SEC and BIR Others Perform additional duties and responsibilities that may be assigned by his/her immediate superior or other leadership, supporting the overall finance and business objectives. Qualifications Education: Bachelor's degree in Accountancy Work Experience: Minimum of ten (10) years of experience in Accounting/ Finance Department of an operating company, with at least five (5) years in a Managerial role License / Certification and Training Requirement: Certified Public Accountant; Basic knowledge or experience in financial modelling is an advantage Competencies: Competency in analysis of financial data, preparation and consolidation of financial statements; Communication skills, interpersonal relations skills, negotiation skills; Rigor, attention to details, excellent analytics, versatility, flexibility; Management skills such as planning, organizing, leading and controlling.
