The role requires coordination with local government units (LGUs), national agencies, and project partners in relation to permits, clearances, and site-specific compliance requirements for MLFF implementation. The Liaison Officer plays a key role in facilitating clear and efficient communication between the organization and external stakeholders such as government agencies, vendors, partners, and local communities. This position is responsible for securing and maintaining all necessary permits, licenses, and regulatory compliance requirements. Additionally, the Liaison Officer provides support in administrative functions and project coordination to help ensure seamless day-to-day operations. The Liaison Officer may also be assigned to assist other service lines on a case-to-case basis, depending on project or operational requirements.Job Responsibilities:Coordinate with local and national government offices to secure permits, licenses, clearances, and other regulatory requirements related to the MLFF project.Serve as a point of contact between the company and external stakeholders.Facilitate communication and maintain relationships with suppliers, contractors, and local authorities.Assist in resolving issues, delays, or concerns related to compliance, documentation, or external transactions, especially those impacting the 2 MLFF site operations. Prepare, submit, and follow up on applications, reports, and official correspondence.Monitor timelines and ensure the timely renewal of all relevant documents and permits.Maintain an organized database of communications, transactions, and government filings.Assist in company representation during meetings, hearings, or inspections as required.Provide administrative support related to procurement, logistics, or project implementation.Ensure timely processing and acquisition of the following permits, approvals, and licenses:Relevant environmental permits, approvals, and/or licenses (excluding Environmental Compliance Certificate or ECC)Building permits for temporary/permanent works including but not limited to: zoning, location clearance, sanitary, plumbing, electrical, mechanical, fire safety, scaffolding, and sign permitsCertificates of Occupancy for temporary and permanent worksPermits, consents, and licenses for the connection or relocation of utilitiesConstruction-related permits such as excavation, clearing, sidewalk construction, demolition, and fencingPermits to dump and/or dispose of excavated or excess materialsPermits to operate machinery and equipment, including on-site batching, crushing, and asphalt plantsPermits for installation and operation of generator sets and other self-generation facilities, including registrations and certificates from the Energy Regulatory Commission (ERC), Local Building Official, and DENR-EMBBarangay clearancesLabor-related permits and licenses, including those for contracting/subcontracting, alien employment, government-mandated benefits (SSS, PhilHealth, Pag-IBIG), and occupational safety and health from DOLE, BI, and other relevant agenciesBureau of Internal Revenue (BIR) registrationNational Telecommunication Commission (NTC) Equipment registration, filing of Certificate of Exemption, Import Permits and Monthly Stock Inventory.Permits and licenses related to the security and employment of security services Provide assistance to other service lines or departments, as needed, based on operational or project-based requirementsQualificationsCollege/Bachelor’s degree of any 4-year courseAt least 5 years of experience in administrative works and liaisonExperience in infrastructure, construction, or tollway-related projects is an added advantage.Familiarity with local permitting processes in Central Luzon and CALABARZON, is an advantage.Has a strong sense of responsibilityMust be proficient in MS Office and other computer applicationsAbility to take on a variety of tasks without being overwhelmedWith good interpersonal and problem-solving skillsKeen attention to details, highly organized and dependableWith reliable time management skillsGood oral and written communication skills
