- assist the Engineer’s Representative (ER) to manage the contractual and commercial aspects of the contract, in accordance with the contract conditions, applicable laws and regulations, the specifications, the ER’s instructions, and best practice
- ensure systems of measurement of quantities are established and approved in collaboration with the site team, the contractor, and the client
- review and approve the contractor's work program and monitor progress against the programme, ensuring that they comply with the contract requirement
- review, evaluate, and certify the contractor's interim and final submissions, such as variations, claims, invoices, insurances and securities, and on their validity, impact, and resolution
- review and verify the accuracy and correctness of contractor’s applications for payment, cost estimates, invoices, claims, and other financial submission
- create, monitor, and update contract records, such as contract register, variation register, claim register, payment register, and dispute register, and ensure their accuracy and completeness
- report regularly to the ER on the contract status, issues, and risks, and recommend mitigation measures or improvements
- produce and maintain a register of project risks and monitor implementation of agreed mitigation actions
- provide commercial guidance and support to junior staff and trainees, on the methods and procedures of contract management
- depending on the team size, the contract manager may delegate or complete team members roles and responsibilities him/herself, in consent with the ER
- administer the contract and commercial aspects of the works directly or through a contract management team of quantity surveyors, planners, etc.
- supervise and coordinate the activities of contract management staff who is responsible and keep them informed on matters which may influence their work and assess their performance regularly
- prepare and draft communication such as notices, instructions, variations, certificates etc. as required under the contract
- prepare and submit periodic reports, summarizing the status, progress, and issues of the contract implementation
- liaise and coordinate with the client, the contractor, and other stakeholders, to ensure effective communication and collaboration
- provide technical advice and guidance to the employer and the contractor, on the interpretation and application of the contract provisions and specifications
- liaises with the engineer’s contract management specialist and the employer’s legal team for expert advice on contractual issues when needed
- attend and lead site meetings including weekly and monthly progress meetings, contracts meeting, design meeting, amongst others
- advise on tax, regulations, and local laws
- ensure all contractual documentation is complete for as-built hand over to employee
- ample knowledge of working in a FIDIC contractual environment
- at least a bachelor’s degree in civil engineering, quantity surveying or other related field
- at least 15 years relevant experience in construction contract management
- with at least 5 years working within a consultancy firm, carrying out contract management
- experience of implementing the FIDIC Conditions of Contract
- experience in reclamation and/or maritime construction is preferred
- strong report writing skills, fluent in spoken, and written English
