The Associate Central Services Manager is responsible in helping the next level management gain a deeper insight into managing IT spending, budgets, vendor management, compliance, software asset management, project management, and resources. This position requires the ability to build relationships and foster a culture of data-driven decision making, while managing the day-to-day operations with a strong attention to detail and excellent follow-through. They assist the Central Services Managers and Senior Central Services Managers in all process, initiative, and departmental / division tasks. Responsibilities Project Management Process Governance Leads and maintains the templates, policies, and standards relating to project management Ensures that project teams are using the approved templates by publishing the prescribed template in the repository Addresses concerns from project teams regarding the usage of the templates or policies and standards Partners with the different process owners in making sure that all processes are relevant and up to date Initiate process improvement activities if there is a need to update Project Quality Assurance Performs monthly audit to determine the compliance of projects to the established policies and standards Guides the ITPM/ITBA in understanding what are the artifacts being required and why are they needed Collects feedback on tool usability from stakeholders to improve the product functionality Oversees the tool administration including user permissions, ad-hoc support and user training Initiative Monitoring Center Maintain listings of IT initiatives and monitors their status Monitors project health and overall historical tracking of all ISG projects from onboarding until project closure Participates in project activities such as but not limited to steering committee meetings, portfolio meetings, infra governance meetings, and handover activities Assesses project resource requirements and assigns based on availability and competency Maintains and prepares project resource capacity plan Consolidates and analyzes improvements in the project management processes that directly affect project delivery by conducting Post Delivery Review consolidation and Root Cause Analysis Generates reports related to IT projects and maintains artifacts and deliverables of all IT projects Risk and Compliance Oversees IT area's compliance with regulatory issuances, internal and external audit requirements, and internal management and operating policies and procedures Administers, disseminates, and deploys IT's Compliance and Risk Management Program Reviews policies, standards, procedures, and other guidelines related to his assigned IT area/s Facilitates monitoring and/or performs annual review of policies, standards, procedures, and other documents for updating related to his assigned IT area/s Identifies, assesses, measures and monitors Management and Operational Key risk Indicators (KRIs) and treatment measures for operational, IT and other risks that are related to his specific IT area/s Provides support for outsourced initiatives Collaborates with units within IT, Internal and External Audit and regulatory bodies/agencies in dealing with compliance/risk issues for clarification, investigation, and/or resolution Technology Business Management Provides support to end-to-end vendor accreditation process, produce accreditation reports on a regular basis, and maintain the vendor accreditation database Acts as a conduit between internal and external support parties Ensures that all IT contracts and their respective supporting documents (physical and softcopy), including the maintenance of all ISG contracts, are recorded and indexed as per the approved process and proactively monitors and controls the status of all ISG contracts Utilizes and sustains the APPTIO tool and monitor its access and usage. Defines what can be delivered in terms of technology capabilities that are understood and valued by the IT Team's stakeholders, so that they can work together to improve technology outcomes Executes a strategic roadmap for TBM maturity by integrating TBM into the day-to-day processes and thinking Improves input data availability, completeness, and accuracy, to include the possible removal of manual processes Drives business insights, challenge assumptions and proactively make recommendations to stakeholder for solutions that address business challenges Cost Control Office Responsible for IT budget management and payment monitoring Manages IT technology budget and conducts 5-YR TCO review Performs annual budget exercise Monitors actual activity to planned activity related to IT's technology costs and controls the expenditures to ensure alignment with the Bank's strategies and priorities Monitors status of IT Team's invoices Sound Fiscal Disciplines Translate IT Team's spending, consumption, and capacity into meaningful perspectives for technology and business decision makers Communicates costs and consumption to ISG units to drive informed trade-off decisions and better technology consumption behavior Maximizes value and demonstrate industry-comparable cost effectiveness for services and innovation provided Collaborates to align ISG's annual budget and resource plans to strategic technology priorities and manage to the plan Management Performs administrative functions of a line manager Improves performance of the team by identifying pain points and providing training and mentoring Participate and contribute to process improvement activities related to roles of the department Develops oneself by attending trainings relevant to the current role over and above mandatory trainings Develops others through knowledge transfer or coaching and conduct rollouts/trainings Perform such other functions as may be assigned by the supervising head from time to time related to the abovementioned functions Qualifications Must be a Bachelor's Degree holder in Information Systems, Business Administration, Finance, Accounting or other related courses At least 3 years of related experience At least 3 years of experience in managing people directly reporting to him/her administratively Must have Supervisory skills, Analytical skills, Advanced Analysis skills, Must have knowledge to process improvement tools (Pareto, flowchart, histogram, RCA, etc.) Must have the ability to plan or prioritize activities, assigned work properly, and set work standards Must have the ability to handle and manage work difficulties and problems, and ability to translate challenges to opportunities that will benefit the department, office and organization Must have the ability to make sound decisions and actions by taking into consideration the effect and implication of his/her behavior/actions on others and the image of the company Excellent oral and written English communication skills Work Set-up: Hybrid Show more Show less
